। शिक्षक पात्रता परीक्षा (टीईटी) पर निर्णय लेने के लिए मुख्य सचिव जावेद
उस्मानी की अध्यक्षता में बुधवार को हाई पावर कमेटी की बैठक होगी। इसमें
नवंबर 2011 में आयोजित कराई गई टीईटी में हुई गड़बड़ियों पर चर्चा की जाएगी।

avertisement etc. suggested by court then it will be good decision in
favour of selection through TET merit.
Earlier highcourt gave meny decision in favour of selection
through TET merit, and praise the concept through selection through
such type of competitive / teaching aptitude examination.
Now wait, What will happen for this case in court. As so many candidate wait for its decision from a long time.

शिक्षकों का छोटे जिलों में आसानी से ट्रांसफर
बेसिक शिक्षा परिषद के शिक्षकों को नई सरकार राहत देने वाली है। शिक्षकों
का एक मुश्त स्थानांतरण भले ही न किया जाए, पर बड़े शहरों से छोटे जिलों
में स्थानांतरण पाने वालों की यह चाहत पूरी हो सकती है।इस संबंध में शासन स्तर पर हुई उच्चाधिकारियों की बैठक में विचार-विमर्श हो चुका है। इसमें कहा गया है कि बड़े
शहरों से छोटे जिलों में जाने वाले शिक्षकों की सूची तैयार कर ली जाए और
रिक्तियों के आधार पर उन्हें स्थानांतरण का प्रस्ताव तैयार कर भेज दिया
जाए।
बेसिक शिक्षा विभाग में शिक्षकों की नियुक्ति का अधिकार बेसिक शिक्षा अधिकारियों के पास है। शिक्षकों
का कॉडर जिला स्तर का है। इसलिए शिक्षकों का एक से दूसरे जिले में
स्थानांतरण का अधिकार बेसिक शिक्षा परिषद सचिव के पास है। पिछली सरकार
ने शिक्षकों को मनचाहे जिलों में स्थानांतरण देने के लिए उत्तर प्रदेश
बेसिक शिक्षा अध्यापक सेवा नियमावली में संशोधन करते हुए इसमें अंतरजिला
स्थानांतरण का प्रावधान कर दिया था।
इस आधार पर शिक्षकों से अंतरजिला स्थानांतरण के लिए ऑनलाइन आवेदन लिये गए। इसमें
62 हजार शिक्षकों ने आवेदन किया था। आवेदन करने वाले अधिकतर शिक्षक छोटे
जिलों के हैं, जो बड़े जिलों खासकर लखनऊ, गाजियाबाद, नोएडा, कानपुर, आगरा,
मेरठ, बरेली, अलीगढ़ आदि शहरों में जाना चाहते हैं।
नई सरकार में पिछले दिनों विभागीय अधिकारियों की बैठक हुई थी। इसमें
अंतरजिला स्थानांतरण के लिए आए आवेदनों पर चर्चा की गई। विचार-विमर्श के
दौरान यह सुझाव आया कि छोटे
जिलों से शिक्षकों का स्थानांतरण बड़े जिलों में न किया जाए, क्योंकि बड़े
जिलों में स्थानांतरण से छोटे जिलों में शिक्षकों की कमी हो जाएगी। इसलिए
नियमावली को फिर से संशोधित कर पूर्व की तरह कर दिया जाए। इस संबंध में
शीघ्र ही नीति बनाकर शासन से अनुमोदन लिया जाएगा।
बेसिक स्कूलों में होंगे पर्याप्त शिक्षक
ग्रेटर नोएडा, संवाददाता : जनपद के बेसिक स्कूलों में अध्ययन कर रहे
नौनिहालों को मानक के अनुरूप अध्यापकों की नियुक्ति का हक मिलने की उम्मीद
जग गई है। विभागीय
दांवपेच और कोशिशों के बावजूद प्राथमिक और उच्च प्राथमिक विद्यालयों में
अध्यापकों के रिक्त पदों को भरने में नाकाम रहे अफसरों को अब शिक्षा का
अधिकार अधिनियम (आरटीई) के तहत अध्यापकों की व्यवस्था करनी ही होगी। संभव
है कि जुलाई सत्र में बेसिक स्कूलों का स्वरूप बदलेगा। शिक्षकों के संबंध
में शासन ने रिपोर्ट भी तलब की है।
इसके तहत जिले में अध्यापकों के रिक्त पद और उससे बच्चों की पढ़ाई पर पड़ने
वाले प्रभाव की जानकारी मांगी है। शासन इससे शिक्षकों की भर्ती की रणनीति
भी तय करेगा। यह सारी कवायद शिक्षा के अधिकार अधिनियम के तहत स्कूलों का
रिकॉर्ड भी सुधारने के लिए की जा रही है। गौतमबुद्ध नगर जनपद में
शिक्षक-छात्र अनुपात संतोषजनक नहीं है। खासकर उच्च प्राथमिक विद्यालयों में
शिक्षकों का जबरदस्त टोटा होने की वजह से पढ़ाई पटरी से उतरी हुई है। सूत्रों
के मुताबिक, 25 से 30 प्रतिशत उच्च प्राथमिक विद्यालयों की कमान प्राथमिक
स्कूलों के शिक्षकों के हाथ में है। अधिकतर जूनियर हाईस्कूलों में
हेडमास्टर का पद रिक्त है। प्राथमिक विद्यालयों में करीब 250 शिक्षकों के
पद रिक्त चल रहे हैं। जिस अनुपात में प्रत्येक वर्ष शिक्षक सेवानिवृत्त हो
रहे हैं, उस अनुपात में भर्ती नहीं हो पा रही है। पढ़ाई की
खानापूर्ति दिखाकर विभाग अपना रिकार्ड तो सुधार ले रहा है, लेकिन अध्यापकों
के अभाव में बच्चे स्कूल छोड़ रहे हैं। जनपद में करीब 688 बेसिक स्कूल हैं।
इनमें करीब 1400 शिक्षक अध्यापन कार्य कार्य कर रहे हैं, लेकिन शिक्षकों
की यह संख्या नाकाफी है। अधिनियम के तहत 35 बच्चों के सापेक्ष एक अध्यापक
का होना अनिवार्य है। यदि किसी विद्यालय में 150 से अधिक बच्चे होंगे तो एक
अतिरिक्त प्रधानाध्यापक की नियुक्ति जरूरी है, लेकिन जिले के कई स्कूल इन
मानकों से कोसों दूर हैं।
बेसिक शिक्षा अधिकारी राजेश कुमार श्रीवास का कहना है कि शिक्षकों के रिक्तपदों की सूची सत्र के शुरुआत में ही भेज दी गई थी। इसके अतिरिक्त शिक्षकों की कमी पूरा करने के लिए जिले में शिक्षकों के रुके हुए प्रमोशन के लिए बेसिक शिक्षा निदेशक के निर्देशानुसार लिस्ट तैयार की जा रही है।News : Jagran (11.4.12)

टीईटी अभ्यर्थियों की हर लड़ाई में रहेंगे साथ: ओपी

आजमगढ़: मेरिट के आधार पर यथाशीघ्र नियुक्ति की मांग को लेकर टीईटी चयनित अभ्यर्थियों ने मंगलवार को लालगंज व सगड़ी तहसील परिसर में धरना दिया। सगड़ी प्रतिनिधि के अनुसार स्थानीय तहसील परिसर में टीईटी
चयनित अभ्यर्थियों के धरने को माध्यमिक शिक्षक संघ शर्मा गुट के नेता
ओमप्रकाश राय ने पूर्ण समर्थन देते हुए कहा कि अभ्यर्थियों की हर लड़ाई में
वह उनके साथ है। उन्होंने राज्य सरकार के उस निर्णय का स्वागत किया जिसमें
सरकार ने अभ्यर्थियों की नियुक्ति मेरिट के आधार पर करने की बात कही है।
बेचू यादव ने कहा कि अभ्यर्थियों के साथ अन्याय नहीं होने दिया जायेगा।
उनकी हर संभव मदद की जायेगी।
इस दौरान हंसराज, उमेश कुमार गौतम, यशवंत
चौहान, मुन्ना, अमरनाथ यादव, जयशंकर मिश्र, ज्ञानेंद्र मिश्र आदि उपस्थित
थे। इसी क्रम में लालगंज कार्यालय के अनुसार शीघ्र नियुक्ति की मांग को
लेकर टीईटी उत्तीर्ण जागरण एवं संघर्ष मोर्चा लालगंज इकाई द्वारा शांति
मार्च निकाला गया। इस दौरान उपस्थित लोगों ने शीघ्र नियुक्ति की मांग किया।
इस अवसर पर रविंद्र यादव, सर्वेश कुमार, सुभाष यादव, मनोज गुप्ता,
रामस्वरूप, संतोष कुमार, रघुवर, राममिलन, संजय, दारा सिंह, इंदल, सूर्यभान
आदि मौजूद थे।
Shortage of teachers cripples right to education
VARANASI: It
has been almost one year to the notification for the implementation of
Right to Education Act in the state which promises free and compulsory
education to every child in the age group of 6-14 years. It says every
child deserves eight years of elementary education in an age appropriate
class in the vicinity of his or her neighbourhood. But the present status of primary and upper primary education in the
district is way too far to achieve the norms of the Right to Education
Act 2009 which also direct all the schools to prescribe to the norms and
standards laid out in the act in three years' time. It may be mentioned
here that two years have already passed since the enactment of the RTE
Act. While there
is immense shortage of primary and upper primary schools, there are some
schools in many parts of the district where a single teacher is taking
all classes from 1-5. The target of providing safe drinking water and
separate toilets for boys and girls remain a distant dream for the basic
education department.As per the norms of the RTE
Act, there should be a government primary school for a population of 300
at a distance of one kilometre and there should be an upper primary
school for a population of 800 at a distance of three kilometre.
However, as per the records of Basic Shiksha Adhikari (BSA) office,
there are 1013 primary and 354 upper schools in the district.
It is worth mentioning here that the total population of the district as
per the 2011 census is 36,82,194 and total area of the land is 1,535
square km, which implies that there should be as many as 12,273 primary
schools and 4,602 upper primary schools in the district.According to BSA Suryabhan,
there were grant for only seven new primary schools, out of which three
schools faced troubles due to land disputes and hence construction work
could not be started. "The remaining four schools are under construction
and are awaiting funds for work competition. These schools are being established in rural areas of Badagaon, Chiraigaon, Arajilines and Pindra," informed Suryabhan. Meanwhile, there are no plans to establish any upper primary school in the region.
It is noteworthy that even the norms of RTE Act suggest sufficiently
greater number of schools than the existing one, no school has started
in urban areas, including urban slums. According to Suryabhan, lack of
land and space is posing difficulty to open new schools. While no
government primary or upper primary school has been established after
the implementation of the act, the existing number of teachers in the
government primary and upper primary schools is also posing a challenge
to the education department which has just one year to meet the norms of
RTE."As per RTE
Act norms, the ratio of teacher and students 1:30 in primary schools and
1: 35 in upper primary schools," said Suryabhan. The officials of BSA
office, however, admitted that there was shortage of teachers in the
district to fulfill the norms of the RTE Act.
According to the records, there are 3,423 primary teachers and 1,794
para teachers (Shiksha Mitra) while, as per the norms of RTE Act, there
should be 6,148 teachers pertaining to the number of children. At the
same time, there are 1,761 upper primary teachers teaching at present,
while the RTE Act norms suggest 2,083 teachers.According
to Suryabhan, The Teachers Eligibility Test (TET) exam pass outs are yet
not recruited, at the same time, the existing teachers are either
leaving or have retired, so there is immense shortage of teachers in the
schools, which is why there are many single teacher and Shiksha Mitra
operating the whole school.
The department has no record of the number of drop-outs in the past
academic session, while 475 students left the school before completing
elementary education in the academic session 2010-2011. At present there
are 1,86,301 children (age group 6-11) studying in government primary
school and 13,682 studying in government aided primary schools. Also the
number of children (age group 11-14) studying in upper primary section
is 56,148 in government schools and 69,131 in government aided schools.

Ground of the Complaint: The complainant is not satisfied with the information received from PIO and hence the complaint.

The PIO admits that information on query-1 & 2 would be available with the Department. There is no apparent reasons as to why this information was not provided by the then PIO Ms. Nalini Rajotya.
Decision:The complaint is allowed.
The present PIO Mrs. Reetu Singh is directed to provide the information to the Complainant on query-1 & 2 as per available record before 30 July 2011.
The issue before the Commission is of not supplying the complete, required information by the then
PIO Ms. Nalini Rajotya within 30 days as required by the law.
From the facts before the Commission it is apparent that the then PIO is guilty of not furnishing
information within the time specified under sub-section (1) of Section 7 by not replying within 30 days, as per the requirement of the RTI Act. It appears that the then PIO’s actions attract the penal provisions of Section 20 (1). A show cause notice is being issued to her, and she is directed give her reasons to the Commission to show cause why penalty should not be levied on her.
The then PIO Ms. Nalini Rajotya will present herself before the Commission at the above address on
11 July 2011 at 2.30am alongwith her written submissions showing cause why penalty should not be
imposed on her as mandated under Section 20 (1). She will also submit proof of having given the
information to the appellant.
If there are other persons responsible for the delay in providing the information to the Appellant the PIO is directed to inform such persons of the show cause hearing and direct them to appear before the Commission with her.
This decision is announced in open chamber.
Notice of this decision be given free of cost to the parties.
